These national health systems are diverse, with models varying from predominantly single payer health services to systems of competing insurers and providers.

But all of these countries’ health systems—and, indeed, all those in developed countries—are under similar financial pressures, not just from current global economic conditions and rising healthcare costs, but also from changing populations that are posing new challenges in meeting increased and more personalized demands for care. To improve quality and access while getting a grip on cost, these health systems are all, in one form or another, taking action to integrate healthcare.

The Social inclusion of young people report looks at employment-focused initiatives and broader, more holistic approaches aimed at fighting social exclusion of youth.

In particular, this report investigates the early implementation of the Youth Guarantee across 10 Member States – Belgium, Bulgaria, Estonia, France, Greece, Ireland, Italy, Poland, Spain and the UK. The Youth Guarantee, inspired by similar guarantee schemes from Finland and Sweden (PDF 78 KB), is now a key policy initiative at European level which aims to provide young people with a good quality offer of a job, continued education, apprenticeship or a traineeship within four months of becoming unemployed or leaving education.

Among other topics, this research looks into the early implementation of this policy initiative, currently being rolled out across the EU. The report sheds light on the state of play of Youth Guarantee implementation in the selected countries, highlighting which concrete measures have been put in place. It also features a section on the cost of extending policy interventions to all young people in need of support and discusses barriers and challenges for effective Youth Guarantee implementation.

In addition to employment-focused approaches, the report also discusses broader approaches to the social inclusion and participation of young people. It presents a set of policy measures and good practices aimed at ensuring social inclusion of young people in 11 Member States – Belgium, Denmark, France, Greece, Ireland, Latvia, the Netherlands, Slovenia, Spain, Sweden, and the UK. Broader social inclusion policies include those for youth participation, specific policies for disadvantaged groups and policies for access to services and income support that aim to address to particular needs of special youth populations.
